The Frou Frou series came in many different sizes. They were cuddly comfort toys: possibly sold in Gift Shops and hospital gift shops etc. Their fluffy hair was their trademark, as well as the flower they always held. Apparently they are little peaceniks. I believe they were made in the 1990's or possibly the late 1980's. DollPhotos.com
